SERVICIOS DE INVESTIGACIÓN Y DESARROLLO Y SERVICIOS DE ASESORÍA RELACIONADOS: CONSULTA AL MERCADO ABIERTO DE PROCURE4HEALTH PARA LA FUTURA CONTRATACIÓN PRECOMERCIAL DE SERVICIOS DE I+D EN RELACIÓN CON LA CONSERVACIÓN DE MUESTRAS BIOLÓGICAS FRESCAS.

Este Aviso de Información Previa anuncia la Consulta al Mercado Abierto realizada por el proyecto PROCURE4 HEALTH y proporciona información sobre una posible futura Contratación Precomercial (PCP) de servicios de I+D relacionados con la preservación de muestras biológicas frescas. PROCURE4 HEALTH tiene como objetivo desafiar al mercado para desarrollar soluciones innovadoras que mejoren la preservación de muestras biológicas para estudios de biología molecular. Esta iniciativa aborda la necesidad de métodos rentables para preservar muestras biológicas, asegurando la integridad y el alto rendimiento de ADN, ARN, proteínas y metabolitos, sin requerir congelación y su infraestructura asociada. Estos avances son cruciales para mejorar la investigación traslacional, optimizar la gestión de enfermedades y mejorar los resultados de los pacientes en el contexto de la medicina de precisión. PCP es un enfoque que permite a los compradores públicos adquirir I+D de varios proveedores competidores en paralelo, para comparar enfoques de solución alternativos e identificar las soluciones con mejor relación calidad-precio que el mercado puede ofrecer para satisfacer sus necesidades. Se divide en tres fases: diseño de la solución, implementación del prototipo y validación y demostración de las soluciones. En PCP, hay una distribución de riesgos y beneficios bajo condiciones de mercado entre el comprador público y los proveedores, y una clara separación entre el PCP y el despliegue de volúmenes comerciales de productos finales. La contratación PCP está exenta del Acuerdo sobre Contratación Pública (GPA) de la OMC, las directivas de contratación pública de la UE y las leyes nacionales que las implementan. La futura PCP se compondrá de tres fases: Fase 1. Diseño de la solución: La Fase 1 del PCP se ocupará del diseño de las soluciones y la verificación de su viabilidad técnica y económica basada en requisitos funcionales. Se implementará de acuerdo con los documentos de licitación en cumplimiento con los principios de contratación y la metodología PCP. Se seleccionarán varios proveedores de tecnología para esta fase. Fase 2. Implementación del prototipo: La Fase 2 del PCP se refiere al desarrollo de los primeros prototipos de las soluciones y su prueba en las instalaciones de los compradores bajo condiciones controladas. Se seleccionarán varios proveedores de tecnología para esta fase. Fase 3. Validación y demostración de las soluciones: La Fase 3 del PCP se ocupará de la prueba y validación de las soluciones seleccionadas en entornos operativos. Tendrá lugar en varios Estados Miembros. Se seleccionará un mínimo de 2 operadores por desafío para esta fase. Los operadores seleccionados conservarán la propiedad de los Derechos de Propiedad Intelectual (DPI) que generen durante el PCP y podrán utilizarlos para explotar todo el potencial de mercado de las soluciones desarrolladas. Este Aviso de Información Previa invita a todos los proveedores de tecnología interesados de los Estados Miembros de la UE y Países Asociados comprometidos a realizar I+D en la UE y/o Países Asociados, independientemente de su tamaño o estructura de gobernanza, a participar en la Consulta al Mercado Abierto. La Consulta al Mercado Abierto tiene como objetivos: Validar los hallazgos del análisis del estado del arte y la viabilidad del conjunto de disposiciones técnicas y financieras. Concienciar a la industria sobre la próxima contratación precomercial (PCP). Recopilar ideas de la industria que puedan ser utilizadas para ajustar las especificaciones de la licitación. La consulta al mercado puede incluir uno o más eventos, y un cuestionario para solicitar información del mercado. Este Aviso de Información Previa no es un compromiso de contratación. Las autoridades contratantes involucradas no están legalmente obligadas de ninguna manera por el resultado de la consulta al mercado. This Prior Information Notice announces the Open Market Consultation conducted by the PROCURE4 HEALTH project and provides information about a potential future Pre-Commercial Procurement (PCP) of R&D services concerning the preservation of fresh biological samples. PROCURE4 HEALTH aims to challenge the market to develop innovative solutions for advancing the preservation of biological samples for molecular biology studies. This initiative addresses the need for cost-efficient methods to preserve biological samples - ensuring the integrity and high yield of DNA, RNA, proteins, and metabolites - without requiring freezing and its associated infrastructure. These advancements are crucial for enhancing translational research, optimizing disease management, and improving patient outcomes in the context of precision medicine. PCP is an approach that allows public procurers to buy R&D from several competing suppliers in parallel, to compare alternative solution approaches, and to identify the best value-for-money solutions that the market can deliver to address their needs. It is split into three phases: solution design, prototype implementation, and validation and demonstration of the solutions. In PCP, there is a risk-benefit sharing under market conditions between the public procurer and the suppliers, and a clear separation between the PCP and the deployment of commercial volumes of end-products. The PCP procurement is exempted from the WTO Government Procurement Agreement (GPA), the EU public procurement directives and the national laws that implement them. The future PCP will be composed of three phases: Phase 1. Solution design: Phase 1 of the PCP will deal with the design of the solutions and verification of their technical and economic feasibility based on functional requirements. It will be implemented according to the tender documents in compliance with the procurement principles and the PCP methodology. Several technology providers will be selected for this phase. Phase 2. Prototype implementation: Phase 2 of the PCP concerns the development of the first prototypes of the solutions and testing at the procurers’ premises under controlled conditions. Several technology providers will be selected for this phase. Phase 3. Validation and demonstration of the solutions: Phase 3 of the PCP will deal with testing and validation of the selected solutions in operational environments. It will take place in several Member States. A minimum of 2 operators per challenge will be selected for this phase. The selected operators will retain ownership of the Intellectual Property Rights (IP Rs) that they will generate during the PCP and will be able to use them to exploit the full market potential of the developed solutions. This PIN invites all interested technology providers from EU Member States and Associated Countries committed to perform R&D in the EU and/or Associated Countries, regardless of their size or governance structure, to take part in the Open Market Consultation. The Open Market Consultation aims to: (1) Validate the findings of the state-of-the-art analysis and the viability of the set of technical and financial provisions. (2) Raise awareness to the industry regarding the upcoming pre-commercial procurement (PCP). (3) Collect insights from the industry which can be used to fine tune the tender specifications. The market consultation may include one or more events, and a questionnaire to request information from the market. This Prior Information Notice is not a commitment to procure. The contracting authorities involved are not legally bound in any way by the outcome of the market consultation. No advantage or disadvantage will be given to any supplier /group of suppliers to the detriment of others during the market consultation and the sub-sequent competitive procedure for the award of contracts.
