Open Market Consultation (OMC) for a future PreCommercial Procurement (PCP) for the R&D (research & development) services on ICT tools for energy monitoring and management

This Prior Information Notice (PIN) announces an OMC and provides early information in preparation for a future PCP carried out by NCBR for the development of ICT tools for energy monitoring and management contributing towards the “Green Transition and Digital Transformation” of cities in Poland in order to achieve the national and local policy goals of Poland regarding energy transition. NCBR aims to challenge the market to provide feedback on the envisioned innovative ICT tools, to be developed beyond the stateoftheart and applied to the reality of Polish cities. A Request for Information (Rf I) questionnaire will provide NCBR with feedback from the market about its main challenge. Suppliers are invited to answer all the questions of the survey (one survey per company). SM Es and startups are encouraged to participate. The OMC is also open to endusers and cities interested in ICT tools for energy transition. Parties interested in participating in the OMC activities are requested to register here:

Opis

:

A PIN announces the OMC of a future PCP for the development of ICT tools for energy monitoring and management. PCP is an approach that allows public procurers to buy R&D from several competing suppliers in parallel, to compare alternative solution approaches, and to identify the best valueformoney solutions that the market can deliver to address their needs. It is split into three phases: solution design, prototype implementation, and validation and demonstration of the solutions. In PCP, there is a riskbenefit sharing under market conditions between the public procurer and the suppliers, and a clear separation between the PCP and the deployment of commercial volumes of endproducts. PCP procurement is exempted from the WTO Government Procurement Agreement (GPA), the EU public procurement directives and the national laws that implement them. Overall, the OMC aims to: (1) Validate the findings of the preliminary stateofthe art analysis and the viability of the set of technical and financial provisions. (2) Raise awareness of the industry and relevant stakeholders regarding the potential future PCP. (3) Collect insights from the industry and relevant stakeholders to finetune the tender specifications and publish a more qualitative tender. ). Specifically, all information provided during the OMC and other background information will be published online in English. Participation in the OMC is voluntary and not a prerequisite for participating in the PPI tender, however, market players are encouraged to participate as their feedback will be useful to finetune the procurement strategy. This OMC is performed under the law of NCBR which is Polish law.
